WHY ARE THERE SO MANY PROBLEMS WITH VOTING PROCEDURES?

WHY ARE THERE SO MANY PROBLEMS WITH VOTING PROCEDURES? Are there political reasons for voting problems? I don’t think so. My own belief is that voting problems like Connecticut’s persist because officials greatly underestimate how difficult it is to get voting procedures right. The concepts seem simple, but a great deal of boring, repetitive work needs to be done to keep voting rolls up to date.
