A DIPLOMATIC INCIDENT IS GOOD NEWS. During the first week of this blog, I posted on the reaction of diplomats to the murder in the United Kingdom of a Russian dissident. I was concerned by the sentence in the New York Times article, “All the while, diplomats scurried to prevent the case from becoming an international incident.†Now there is the good news that the United Kingdom has indicted a former KGB bodyguard in the murder–good news because whether there would be an international incident should not be a consideration in matters of culpability for murder. Apparently, though, Russia will never extradite the accused so this is both the start and the end of the proceedings.
