ENFORCING THE LAW IN NEW YORK IN 1968. When I moved to New York about fifty years ago, another young lawyer, who had lived in or near New York City all his life, gave me some background information on how I would find New York different. One story he told me was about some tourists who had gotten a parking ticket and asked a nearby policeman what they should do about the ticket. The cop explained that they had three choices: First, they could plead guilty and pay by mail; second, they could show up in court on the date and place set forth on the ticket and challenge the ticket,
And third, the cop said, you can use the ticket as a bookmark.
