COMPENSATION FOR THE LOSS OF TOLEDO. In his book HOW THE STATES GOT THEIR SHAPES, Mark Stein asks, “How come Michigan has that whole separate section that’s actually attached to Wisconsin?” Bill Kauffmann, in his review in this weekend’s Wall Street Journal, tells us Stein’s answer: “Congress gave Michigan the Upper Peninsula as compensation for losing Toledo and Gary.”
