LOOKING BACK—MURDER IN LONDON AND DIPLOMACY. I posted here a year ago asking whether the apparent murder in London of a Russian emigre would become an international incident despite the news report that ““All the while, diplomats scurried to prevent the case from becoming an international incident.” Investigation has shown that Alexander Lugavoi had left a dangerous trail of radiation around London (over 40 different places) before and after meeting with the victim. This article describes the effect on some people in England over the last year. Russia has refused to extradite Lugavoi, and he has been elected to the Russian parliament. Russia and the United Kingdom are currently engaged in expelling a few diplomatic officials on each side over the extradition issue on a tit-for-tat basis.
