THE LUCK OF THE ROMANS. For me one of the great historical mysteries is that Rome started as a small city and ruled the Mediterranean for several hundred years and during that time public and private decisions were influenced by the flights of birds and the guts of birds. It is thought that the results of the auspices were sometimes manipulated. Perhaps men fought better when they believed the gods had blessed their actions. Perhaps rational decision making is overrated.
